We we use the filers of dispatch console than also while allocating it shows all the users present in the system. How can we restrict number of resources when we try to allocate ?Below the screenshot.

The ‘Find’ option in the starting point of the drop down is for that use. It will prompt a side popup. There you can insert the search conditions and get the desired results set.
Additionally, you can customize the underlying view of the dropdown and limit the results to follow several conditions by requesting a customization. However, this will limit your results and it will get a bit tricky.
