Dispatch console --drag & drop issue for a task

In dispatch console, when task is dragged & dropped against a technician name to assign, it gives an error “Allocated hrs should be more than 0” while the task has allocated hours defined. This comes very often but not always, not sure is there any particular setting need to make it work,
