The DP installation for IFS Cloud >= 22R1 has changed a little bit.  no Forecast Server ID field is available during DP wizard or manual installation. 
Launch the DP Server after installation which will show “no Forecast Server ID” message. Now add this DP Server machine to the Forecast Server ID on the Demand Plan Server page in the IFS Application.
 

Next, add Demand Client Users in “User Demand Access” page
