Could you please check the below option once whether the shipment line option is checked or not ?? Just do right click on shipment → properties

Thank you, but the tab does not appear in the list. I tried “Default” and restarted still no change.

Looks like you don't have access to this tab. These access are configured through base profiles. You can reach out to the team who manages the base profile to get this access.
