How can I set up PO authorization rule for no-part order lines.
this is we call indirect purchase and all indirect purchase should go to one group for authorization, irrespective of purchase group / cost center

could you do anything with the Buyer or the Coordinator? Are they different for no Part PO’s?
The supplier or the supplier stat group could be an alternative.
If you use PR authorization you could potentially also use the Requisitioners
If you do not look at what is possible in the application, how would you make a distinction between these No-Part and Part related PO’s for Authorization?

All No part purchase orders, we not connect to project at line level.
this is the difference we have.
all direct purchase are connected to project at line level.
All indirect purchase order , not connected to project.
(In application I see, authorization rule check box , project connection at header level, this is we not use)

so you could use the Project, and use “Apply for non Project Connected PO’s”
And project connected could be based on Project ID, or on Project category 1 or 2
But you would need to use “Project Unique Procurement” on all projects, if you want to use PO authorization.
Otherwise the application could for a PO with a project and a non project connected PO line could not find a Authorization rule.
Alternate is to use PR authorization, that is always on line level and does not need “Project Unique Procurement”

In order to create a PO authorization rule for No Part order lines firstly you need to create a PO authorization rule record as below. (Same as PO authorization rule Part order lines)
Then in the Routing template you can define an authorization group
