Manage Sale and Redemption of Gift Vouchers

Does anyone have any recommendations for how to handle sale and redemption of Gift Vouchers?  

Scenario is that a Customer (Head Office) buy vouchers from us for their staff to redeem for goods on sale via our website.  Head Office have an account with us.  Staff also have an account with us.  

Head office purchase of vouchers needs to hit Deferred Revenue.  Payment for the Staff orders is then drawn from this balance.  Thinking something like Head Office being “Invoicing Customer” on Staff Customer account.  Not sure how we’d then handle Staff buying further items, extra to the voucher, on the same account.  Ideally wouldn’t want Staff to have to have two accounts.
