How to create Announcements within B2B client

From IFS Cloud 25R2 we introduced Announcements/Broadcast Messages that work in the B2B client and support hyperlinks.
Admins can set start, expiry, and a link, and manage them from Solution Manager. End-users see a top banner and can hide/reopen items from the Announcements icon.
