This error basically comes when the count report is not created by the logic with your given parameters. See below code segements.
There are many more conditions checked during the logic execution and there is a need of adding trace messages to database logic to find out what happen in your specific scenario. Please create a case to Global Support for further analysis.

One of App9 case from another customer was resolved with below resolution.
“It is that a different user has run a cycle count report that had a lot of unconfirmed counts open which prevented them from appearing on this users report.”
You many check whether any other user has run the report previously before this.
