Is there a way to copy customer roder lines to a sales quotation?

You cannot copy customer order lines to a sales quotation.
In the Sales flow, even though the Customer Orders and Sales Quotation are connected, they are two different entities so you cannot directly Copy Customer Order Lines to a Sales Quotation.
On the other hand, the Sales flow normally starts with a Sales Quotation and then it is converted to a Customer Order, so copying data from a Customer Order back to Sales Quotation will not be considered as a valid Business requirement. However, you should be able to use Data migration functionality to Copy data from Customer Order Line on to a Sales Quotation.
