Our company is on cloud version 24R2 and we have missing capabilities for our admins. We need access to Data Management > Migration Jobs with permissions sets FNDMIGRATION_JOB (limited access) and FNDMIGRATION_JOB_MANAGER (full access) which I do not see. Would someone please provide us a step by step solution to get this resolved?

Out of the box, IFS provides FND_ADMIN_FNDMIG permission set - I guess this would be your %MANAGER role. Then from this one you could duplicate and create the for for %JOB and reduce access (remove projections / make projection access read-only)

I see the permission set.
I see it in my user permissions.
But, I don’t not see the path Data Management > Migration Jobs.
I may have been misinformed as what i have is Data Management > Data Migration > Migration Jobs. As the directive given to me to create a new job does not match this screen.
