What setups are necessary to use the IFS Smart Data Manager? I do not see the permission sets SDT_CLOUD_FULL and SDT_CLOUD_MIGR_FULL. Is there something that has replaced these? We are on 21r1.

Normally there should be two permission sets available which looks like this:
As I understood those two entries are not existing at your environment right?
In later versions of cloud (e.g. 22R2) the name of the permission set are changed:
