Hi savasciftci,
Normally, you can view all Saved Searches in My Administration/Saved Searches window.
From there, you can share any saved searches with any relevant party. Access to this Saved Searches window can be decided through permission sets.
Otherwise, if your requirement is to create global search condition at super user level and grant the permission for relevant users, you can create and add the saved search to the Base profile you are using for the end users.
