Purchase Requisition was not authorized, but we still can create a request for quotation.
Any specific logic behind it?

Hi Hashmit,
In the Purchase Requisition Authorization rule, please check whether you have selected ‘Allow Converting to REQ’. If so, as per help text mentions, you can convert a request for quotation before it has been authorized.
