when we have active in purchase order change orders , released status PO delivery date can not change without change orders . However , price and qty changes need to be have change orders . Therefore , we can not go for Change order optional option in Site level and supplier level ? Do you have any views on this matter ?

The value set at the site level could be overridden by the value you selected per supplier. As for the Optional Use of PO Change Orders, this means that changes can be registered directly on the released purchase order, or optionally via a purchase order change order. So you’ll see the create change order RMB option enabled after you have released the PO, still the changes on the quantity and the price could be changed on the original PO as well.
