Price/Base calculation of the Purchase order

The spot rate currency in effect (Currency Rates) is used to convert the PO value from the site currency setting (Price/Base) to the currency of the PO (Price/Curr).  In this case, the PO is in USD, so the site base currency must be something else and the currency rate for that conversion from USD to Base is the factor.
