I can create persistent custom fields in Purchase Receipts History and make the field updateable. But I cannot enter any value in the Purchase Receipts History window.

I think that is because this window is a read only one. You cannot insert or update the records in this window.

Hi,
A workaround that you could try is to add the custom field that you need in the ‘Receipts’ window, there should be no issues with editing data there. Then you can create a read only custom field on the Purchase Receipts History field that is fetching the data from the custom field on the Receipts window.
