We’re on APPS10 UPD16. Does anyone know what permissions are needed for my user to review the whole list of NCRs, not only the ones I’m generating?

At a minimum:
Only users with access to the Company entered on the NCRs will be able to view these non conformance reports.
If a Site has been entered, then only users with access to that Site will be able to view these non conformance reports. If no Site has been entered then all users with access to the Company will be able to view these non conformance reports.
