Inventory ON-Hand Bin Location Vs Order Proposal

Hello Community,

I need help to understand how Order proposal with consider ON-Hand quantity when total quantity will split to multiple bin location and 30% of on hand quantity is assigned for project and 70% of quantity is for after market sales?
