Then simply cancel the Request for Order Quotation and reinstate PR line to release which will allow to delete it.
I reckon your quotation is answered and converted to PO (Closed) so only way to reopen the PR line is to cancel the PO with giving direction to reopen PR line at the same time.
After that step the user can delete the PR line where the status is in ‘Released’
Then simply cancel the Request for Order Quotation and reinstate PR line to release which will allow to delete it.

I am looking through examples of cancelled RFQ’s, and no longer find a record of the related PR lines.
After cancelling a Request for Quotation, with intent to keep the Order quotations for pricing, but with no intent to order on that PR, is there a way to keep the PR line also for archival purposes?
