I would want to prevent or hold a Purchase requisition from being “Requisition to Order” or “Requisition to Request” when the custom Boolean field “Hold” is checked.
At what stage should the the custom event be triggered…

Hi,
I would trigger the event when releasing the purchase requisition, as you cannot avoid users to select the options later.
