Could you check your assystUser’s privilegegroupMemberships and verify that at least one of the privilegeGroups have the following Event Privileges?

As some help for similar troubleshooting at a later time you can check your “overall” privileges which are shown by principal (this will not show where a privilege stems from just an overall status). 

In your case i would assume that in your Live system by using /assystweb/v2/application/principal.json in your browser and searching for CanLog you would find something like this:

      "granted": false
    },
…
    {
      "name": "Event.Incident.CanLog",
      "granted": false
    },
…

    {
      "name": "Event.Problem.CanLog",
      "granted": true
    },
…

While on the other hand in your test system i would expect you will se all these as true.
