when created a resource line where demand type is tools/equipment , after time reporting , in the cost line the cost type is coming as personnel ,
But when directly reporting time for tools and equipment
the cost line shows tools and equipment.
I understand this could be something basic but I do not know the logic, can anyone please explain

In addition to what Supun has mentioned, I feel, when reporting the hours, you might have used the incorrect field to update tool/equipment hours.
For example,
We have this demand line for Tool/Equipment.
Then the user selects Report time option.
Report time dialog opens. Here there are 2 possibilities to report time.
for the employee - header section - highlighted in yellow
for the tool/equipment - child table - highlighted in blue
The user might have incorrectly update hours in the header, instead of the child table.
If you update in the header, then personal cost/hours will be reported.
If you update in the table, tool cost/hours will be reported
Most probably this can be the reason for the issue, since in the Personal cost line, plan line number is empty, which means it has no connection to the demand line.
Use this dialog to report time on person and tool/equipment resources used on a work task.
This dialog can be initiated from a work task or a resource demand or a work assignment. Depending on from where it is initiated the Source information will be updated automatically. Employee information and maintenance employee related information can be updated if required. In the Tool/Equipment table user can enter time spent on tool/equipment resources for the specific work done. If IFS/Service Management is used, information on Sales part can be defined to reflect the revenue information.
Once time reported record/s will be created in Work Task/Cost tab with cost type Personal.”
