Which Technician Portal is the customer using? Service Technician or Maintenance Engineer?
For Maintenance Engineer portal this can be considered as a incorrect behavior as the technicians would know about the Part rather than the location it is.
But in Service Technician Portal this seems to be a valid sequence as most of the time technician knows about the warehouse(May be it’s within the van) to pick.

Why wouldn’t a maintenace technician know where the part is upfront, and a service technician would?
More often the the system inventory location of a given part is different than the actual bin where the parts are. For example, IFS would say the part X is in the bin 30 of the tech’s van, but physically it will be on the bin 35, or on the tech’s hand (while attending the works). Now after they have physically used the part in the works, and go on to issue the parts within the system, the system is asking where the part was - which they don’t know.
Instead, had the system asked for the part no and presented the available locations after, then the techs can pick the relevant location. Wouldn’t that be easier?
