Piece Part Missing from CAMRO Service Contract After Activating Module in Re-Transferred Template Structure

When a template structure that has been transferred to manufacturing more than once contains a module where a piece part is added and activated at the module level, why is the piece part not included in the CAMRO service contract structure tree?

Steps followed:

1. Create two new parts configured as manufacturing parts, engineering parts, and serial-tracked parts.
2. Using the Add Structure Position command, add a structure position to a template structure that has already been transferred to manufacturing (same site) more than once.
3. Add a module in Preliminary state, then add a piece part beneath the module, also in Preliminary state.
4. Activate the module line, which also activates the underlying child part.
5. The transfer to manufacturing for these parts is performed automatically.
6. Verify the CAMRO service contract and observe that the child part is not included in the service contract structure tree.
