We want our maintenance planners to review incomplete tasks, so they are aware of causes prior to assigning new work. For example, if a Technician discovers they are not qualified to complete a task after starting it, we want the Maintenance Planner to reassign the task to a qualified individual.

Check your workflow configuration and incomplete causes. You should have options “Assign to me” and “Needs to be Planned”.
