There are quite a lot of information on the Dispatch Console in the Product New Presentations for every release. It is under the product area of service management. Would advise to look through those presentations as a starting point.

@ajnsse I highly recommend reading scheduling demystified document created by @Alexander Heinze . Dispatch Console is covered starting with page 90.
