You need to have grant your user permission set FND_ADMIN_FNDSCH.

BTW, do you know what is the significance of dataset & manual scheduling used in dispatch console. 

I have 2 datasets, not sure what is the difference between them but if I use 2, I am unable to see the resources, so can’t allocate any tasks to them

I am trying to add a scheduling resource but it needs scheduling resource type. In this screen, I am able to see address start & address end that I added with the resource. But when I go to scheduling resource type screen, I am unable to see address start & end, so can’t add scheduling resource type.
