I dont have IEE version anymore, though, it is easy to make conditional formatting for mentioned conditions.
I configured for Status and Cost column in IFS Cloud 24R2. Please refer below screenshots and try to create.

+26In EE this cannot be accomplished. The best you can do is
- Have the entire row text color change to red when Status = Completed and
- Change the background color of the To Be Invoiced column when not equal to zero.
