Assuming you mean the Target Action Group seen in the contact record, I am not aware of a setting to prevent this as long as an action group is considered primary.

If none of the action groups are primary, it will not happen.

This probably would a small customization change request to prevent the primary action group of the company to populate on the new contacts.
