Does anyone know how you can activate and therefore populate the Input UoM / Input Quantity on a purchase order line?

Do you have an alternate unit of measure defined for the part?
You have to setup the Input UoM Group on the inventory part, then at Register PO Arrival, you can select the Input UoM Group and a dialog box will open to allow entering the additiona UoM info.
There is pretty detailed info in the help on accessing the input UoM from various order views (customer, shop, etc).
