Yes we did. Here is the official response from IFS support.
During our investigations, we noticed that you do not have any 'Technician Users' in the build place. Only BP Admins are available. Kindly perform this step of "Mode of implementation" with a technician user.
You will need to first assign a technician user and then perform this step. Below is the documentation which includes the user role permissions for LE portal functionality, for your reference.

The document requires you add a technician user via a service request in the service portal. Its all automated so doesn’t take long. I’ve only just done it and haven’t tested yet.
