I would like to know if it’s possible to export the existing permission sets from APP10 and import them back into IFS Cloud after the upgrade.
If this isn’t possible, what would be the best way to achieve this?

Technicaly possible but it doesn’t make sense especially if You mostly use IEE rather than Aurena in IFS10. I think for projections(Aurena interface) there might be many differencies between IFS 10 and IFS Cloud as well. I haven’t check it.
Usually, you can export them from IFS Aurena 10 and then import them into IFS Cloud if you want to keep the structure of your permission set concept.
However, IFS Cloud has many views, APIs, projections, etc. that are not available in Aurena 10.
So you need to grant them again in IFS Cloud.
So I recommend recreating them there.
