MWS http server is not running after IFS10 UPD21 on Windows Server 2019

In the course of Update 21, we switched our MWS to Windows Server 2019 in our DEV environment
Since the installation of Update 21, the HTTP server is no longer running. The message: "SSL not enabled" 

We have no MWS problems on Oracle Linux and all services are running. As we have far fewer problems with Linux, we are considering moving to Linux.
But what is holding us back is the autobuilder. As far as we know, F1-Mage requires Windows - we have already toyed with the idea of using WINE but have no experience of automating this.
Have you found a way to run the autobuilder on Linux and automatically run F1-Mage to sign the runtime directory?

Anyone else experienced this issue with Windows MWS?

  We installed Microsoft Visual C++ 2015 -2022 x64 redistributable. Then HTTP server  started.

 

  SSL is not enabled for the admin port of HttpServer2 | IFS Community
