By-product on Shop Orders not appearing in Inventory Part Availability Planning

I have product that is MS Scheduled as it is forecasted.  It does not have a ‘buildable’ structure as it is only made as by-product of other parts.  There are plenty of Shop Orders that will make this part as by-product but they are not showing up as Supply in IPAP.
