What is the description of "5-Routine" in the Global Support Policy?

I have been asked by our client to explain the Global Suppport Policy and am preparing to do so.

The description of priority level "5-Routine" on page 5 states "Issues not covered by the item", but I don't understand the description.

What exactly do you mean by "items"?
