As you know there are already inbuilt/default client report.
How can I create similar to client report without using any third party reporting tool (Crystal report or SQL server report).
Can I develop report using report admin

SSRS is deprecated and no longer supported.
All reports should now be client based reports. There are a few more posts in Community that cover the specifics of this and how to create and amend client reports instead of SSRS.

There you can find the differences between the Client Report vs the Server report and how to set up reports on your own and about Application parameters set up.
