Why is Discount type mandatory on Site?

Hi All,

 

I was hoping someone could clarify: Why is a Discount Type mandatory on the Site? I understand we can fill it in with a general discount of 0% and set it as hidden, but why must we even fill it in if it doesn't have a functional use?
