we have a question,
in Part A, the serial rule is the In Inventory and/or At Receipt and Issue.
Before receiving Part A on shop order, a serial structure is required. question arise here, is it mandatory that all the sub components have to be serialized and/or lot controlled parts?

If you enable Multi-Level Tracking in Part, you need to built the Shop Order As-Built Structure. Otherwise no need. Even Multi-Level Tracking is enabled, no need all the complements are serialized and/or lot controlled. But you need to build the Shop Order As-Built Structure before Shop Order receive.
Multi-Level Tracking
If this check box is selected, it indicates that multi-level tracking for the part is enabled. By default the check box is selected for parts that are lot/batch and/or serial-tracked.
Selecting the check box affects the processing of shop orders for the part itself in two ways;
