The "Grant Permission Set to User" screen available in the cloud?

Hello everyone,
I would like to know if this screen available in APPS10, is still available in Cloud (or similar screen):

After some research I don't see it.

    No, it is much more painful to perform permission management for users in the cloud, even worse is that adding sites is now on a separate page from Create User.  Nothing is easy or quick with user management in Cloud.
