Can we have more control over the permissions for viewing ?

so I can set the visibility of change management for everyone to view 

but I want to limit the other issue types 

or even better to have control of certain categories, 

 

I want to utilize the system without crippling any departments, I want certain requests not to be viewed or be visible to IT Service Desk. 

 

yet in the same time I want IT Service Desk to have visibility over everything as they are spoc

 

I have tried to do the form designers visibility but eventually the change history showing all the changes to Service Request and I cannot take that away that action visibility from service desk
