I remember in Version 7.5, a new sales part can be created automatically when one manufactured inventory part is created. But in Version 9 this is not working, does anyone know how to set up this?

As far back as I can remember (apps 98) the sales part creation has always been a manual process. - You can set up a sales part and that would create the inventory part.
Is it possible that some customization (for example a custom event) may have created the sales part when a manufactured part is created.
For many clients, they would not want the sales part created automatically as typically they have multi-level BOMS and only the top part would be a sales part. Additionally, the sales part needs configuration such as pricing, sales part cross reference and other. These are just a few reasons why IFS would not normally do this, and I would suspect some customization was in place for your solution in 7.5.
