When calling a custom action in MWO,Getting error 'The Sync Process has Started failing Cannot find EntitySet, Singleton, ActionImport or FunctionImport with name 'CBulkTravel.'

I have created a new custom action as shown below in EngApp-Cust.fragment file as shown below:

while implementing the action in both file .offline file and .plsvc file then only i am getting this below error.

And implemented the action in both .offline file and .plsvc file as shown below

when i try to implement in only .offline file then it works fine without error.

but for my requirement i need to implement in both .offline file and .plsvc file.

Can you please suggest me how to go forward.
