Hi Amy,
The LOV for executed by is fed from the Employees tab in Service and Maintenance, Organization Basic Data I believe, so they person will need to be created here first, and then should be visible on the LOV:

You can use the List of values to enter a person.
But if you mean adding a new person to the list of values - First you need to create an employee ID for your person in Company > Employees tab. (Company in which the PM site exists ).
Then the same employee ID should be entered in Organization basic data > Employees tab.
Then you will have this employee in your List of values.
