How do I configure IFS Business Reporter so that the generated Excel file can be refreshed and used repeatedly? Unfortunately, in my case, once the Excel file is generated and saved to a local or network drive, it fails to connect to the database and retrieve updated data in subsequent cycles. Has anyone experienced this and can help me?

Is the directory the file is being saved in a protected Excel directory?  The only time I have seen behavior as is described is when the file is saved without a designated protected Excel directory setup first.

of course it is added (for a local file), but I can't do it if the file is on a network drive (so that many people can use this file), and that's what I need to do, and then Excel throws an information that it can't add such a file location to trusted

It sound like this might be more on the network security side/issue. So not sure I can help Other than this setting here, but this would only apply to the PC in question in question. Maybe a group policy on the network could be established to mass update this to every PC? But this is way outside my wheelhouse.
