As Bjorn mentioned no you would need to consider a modification where a notification pops up when a user tries to modify to prior months. However you would also need to consider the same option been available on Shop Floor Workbench.

+23I think you will to create a custom event/action that fires a sys error if a clocking for prior month is modified.
