In Aurena the setting for dollar format to include commas is under account settings - grouping button. Is there a way to set this for all users, rather than each user having to set it?

These Settings save in user profiles under the Users> General Regional Settings node.
As an example if you change this Grouping and Decimal places setting in Aurena for IFSAPP, it saves in IFSAPP’s Personal Profile. You can check this through IEE Profile page as shown below.
In order to make them available for other users, you may need to add this setting to a Base Profile and assign it to your users.
