How to control the visibility of item headers in the Report Designer.

The red box is the item table.
The blue box is the item header.
A table block has been included in the item header.(yellow)

I want the blue header to appear on every page when I break a page, and the yellow header to appear only when the content changes.
I would like to know if there is any way to control this.
