if the supply code on CO line is shop order, can we process entire CO via Quick Order flow in Cloud without going to shop order and receiving the shop order and then delivering the CO

I don’t think this is possible. If supply code is Shop Order, customer order line cannot be reserved until the shop order is received. And this receipt must be done manually unless you automate the process with a new BPA flow or a customization. Once the customer order line is reserved, you could process normally with Quick Order Flow.
