Can my permissions be changed to access the "delivery package creation and ordering process"?

       Sorry for any inconvenience, I should have read the error message all the way through, lol!  I just can’t access the link provided to get to an article that I was looking for to better understand the deployment process.  I was sent that link from one of our cases.  However, I can e-mail the community manager like the message says.
