Hello, when I choose send an e-mail to my colleague on the screen shown below, the e-mail is not sent. How can i make it work?

How can I enable send mail to colleague option?

Are you using Send to Colleague or Mail Recipient as a Link… option?
When you choose Send to Colleague option, it will create a Task, and user can open from the tasks pane on the bottom.

If you used Mail Recipient as a Link option, then it will open your mail client in the PC and you can send as a regular mail
